Four basic forms for retaining power:

Democracy, Totalitarian, Authoritarian, Monarchy , [home]

Each of these forms is based on specific values that rules the political game. A change from one system to another is defined as a revolution. It doesn't have to be violent or bloody. The key point is that the fundamental values of the systems are different.

There are very few exceptions where values have been changed without revolutions. Hitler went from a weak democracy into a totalitarian system without revolution.

Anarchy is no form of government. Anarchy is a situation with no rules and can only exist in very short periods of time while changing from one ruling system to another.
